About the
SE-RDA
Our Vision
Delivering warm and healthy affordable homes for people in the right places across the south east region as part of thriving communities.
Our Purpose
The South East Regional Delivery Alliance (SE-RDA) is a partnership between The City of Edinburgh, East Lothian, Fife, Midlothian, Scottish Borders and West Lothian Councils, as a priority of the Edinburgh & South East Scotland City Region Deal (ESESCRD).
It was established following the success of the Edinburgh Home Demonstrator (EHD) programme that was used to develop, test and implement a new delivery model for new affordable housing projects through three pilot projects across various sites in the South East of Scotland.
Based on pipeline coordination, regional typologies and design & performance standards, as well as collaborative procurement, the delivery model aims to facilitate the development of affordable housing projects with Local Authorities and Registered Social Landlords (RSLs) for greater use of modern methods of construction (MMC) to transform the performance of housing across the region and enable the move towards affordable homes built to net zero carbon standards.

Key principles of the Regional Delivery Model
Pipeline
Coordinating projects planned across the region year on year in order to aggregate demand.
Product
Committing to regional house and flat types that have been optimised for offsite construction and mass customisation along with a regional design & performance standard for higher performing homes.
Procurement
Collaborating around feasibility to confirm viability and procuring projects in bundles to realise efficiency and effectiveness in housing delivery.
SE-RDA Benefits
To date, the SE-RDA has delivered a number of benefits around cost, quality and time on front runner projects across the region, including:
Reduction in energy demand for space heating compared to typical affordable homes currently being delivered across Scotland

Saved across the pre-construction activity in the delivery of more than 300 units so far
More homes being delivered through early project engagement and
adopting regional typologies
